Please take this opportunity to ensure that your peer review processes are being followed, and adapt to any new requirements that may be communicated by the IEEE or the Computer Society. No conference published by CPS should rely on an abstract review. It is very important that you review carefully the full text of all papers submitted to your conference. If you have already accepted papers, your program committee should review the full text again. While CPS staff will be conducting random spot-checks of conference papers in the publishing queue, we are relying on you to authenticate the content of your proceedings. Any papers that were not actually presented at your conference need to be brought to our attention, and should receive close review. In known cases, the machine-generated origin is obvious from a reading of the first few paragraphs of the paper; the abstracts are human-generated and do not indicate the quality of the paper itself. All this publish or perish madness is already upsetting enough, but fake journals which constantly spam you with most stupid emails, are even worse.
One of the worst examples in the computer science sector is FAKE Conferences with IEEE logo and IEEE Sponsosrhip . These jerks send me at least once a month an email.I especially appreciate the Hello?… After getting this for months, I contacted them to stop spamming me (yes, that’s never a good idea with spammers, I know…) - without any reaction. Then I send an email indicating that I am very interested in publishing something in their journals, just to see what happens - again no reaction.

Nicola Morrison, a senior lecturer at the University of Cambridge has apologised to an undergraduate for writing an article quoting verbatim some of his dissertation without crediting him.

Nicola Morrison, of the department of Land Economy, had an opinion piece published under her name in the Journal of the Town and Country Planning Association in April. When the student, who has remained anonymous, was told of its contents, he reported the issue to his tutors; he has now been credited for his contribution. Yesterday, Dr Morrison and the university said that an apology had been issued and accepted.

A spokesman said the article was written "on a very short deadline, without properly attributing some of the source material. This was swiftly rectified, the lecturer has apologised to the student concerned, who does not wish to take the matter further, and the matter is closed."
When the story first appeared in the Varsity student magazine, Dr Morrison dismissed it as "tittle-tattle", and considered the matter "dealt with officially and properly". She said the student concerned was "fine". When contacted by the magazine, the student declined to comment.

The essay by Morrison, A Landmark Case, commented on Cambridge housing developments during the recession.

The student union's education officer, Sam Wakeford, urged the university to learn lessons: "This obviously looks bad, but mistakes can be made by academics as well as students; plagiarism is a very complex issue – work produced in a collaborative environment , such as between a student and their supervisor, can be a particularly grey area. The university must take seriously the teaching of proper referencing techniques."

This contribution deals with elephants, our most favourite animals. Among the
founders of the elephant science we wish to recall Aristotle, one of the greatest
minds of all times. The best introduction into the subject is starting by the words
on elephants given in his Historia animalium [1]:
‘‘Among animals the most easily tamed and the gentlest is the elephant. It can
be taught a number of tricks, the drift and meaning of which it understands; as,
for instance, it can be taught to kneel in presence of the king. It is very sensitive,
and possessed of an intelligence superior to that of other animals.’’
Our modest contribution is to extend some of the observations on psychology of
elephants to other long-nose animals."

Fake Journal Publishing Scam (this time not from IEEE but from

Fake Journal Publishing Scam Here is an interesting scam that I hadn't
seen before. Someone is sending out mail purportedly from the academic
publisher Elsevier soliciting professors to submit papers to vaguely
described journals. The scam is apparently that your paper gets
"accepted" and then you are asked to pay "processing fees", which go
to the scammers without any article ever appearing anywhere.
Then again, anyone who could be fooled by the ridiculous message below
probably deserves what they get.

We inform you that THE NINTH INTERNATIONAL SCIENTIFIC - PRACTICAL CONFERENCE "RESEARCH, DEVELOPMENT AND APPLICATION OF HIGH TECHNOLOGIES IN INDUSTRY" will be held in 22-23 April, 2010 in St. Petersburg, Russia. 5.                  Development of HТ business - incubators, technoparks, ICТ - parks and "silicone" regions - as a basis of development of industry, including an export component, the performance of the state and defence orders. Practice, legislative base, the analysis and forecast.

6.                  Intensification of works in the field of BAR, HТ, development HТ industry and preparation of highly skilled experts, as a basis for the solution of the problem of doubling of gross national product. Problems of youth in science and HТ industry.

7.                  Basic and applied researches, high technologies and the highly technological industry of double purpose of 21st century. Computer simulation.

8.                  Historiography, dialectics and political science of the development of education, basic and applied researches, high technologies and the highly developed industry.


Such an expanded approach to the subjects of the Conference and the complex scientific analysis, as the experience of previous conferences has shown, make it possible to evaluate the state of the art, to develop and realize the optimal solutions and way of the development of education, BAR, HТ and the highly developed industry. It is also confirmed by the long-term work of the best Russian and foreign Universities, Institutes and Academies of Sciences.
